Equitable Investments for Climate Solutions

Goal

In assisting the Wisconsin Office of Sustainability Clean Energy we will assist Wisconsin's development of a Priority Action Plan (PCAP) and Comprehensive Climate Action Plan (CCAP) by estimating benefits that may accrue in low-income and disadvantaged communities (LIDACs) from the implementation of greenhouse gas emission reduction measures. Our goal is to address environmental injustice and reduce harmful air pollution to help lower-income and disadvantaged communities.

Objectives

Wisconsin's Priority Climate Action Plan (PCAP)

  • Develop a preliminary analysis of benefits for LIDACs that are anticipated to result from associated greenhouse gas reduction measures
  • Utilize EPA's Climate and Economic Justice Screening Tool (CEJST) and EPA's Environmental Justice Screening and Mapping Tool (EJScreen) to identify low-income and disadvantaged areas
  • Wisconsin's Comprehensive Climate Action Plan (CCAP)

  • Evaluate the extent to which any GHG reduction measures in the CCAP will deliver co-pollutant emissions reductions and other benefits to LIDACs
  • Provide an assessment on expected benefits to LIDACs associated with GHG reduction measures including direct and indirect benefits
  • Qualitatively describe how climate mitigation, as a whole, reduces the overall risk of adverse climate impacts within the LIDAC jurisdictions
